He didn't completely fall asleep, but given this is Otamo and the music is not-quite-soothing but the water sounds themselves are, and he's taken to naps on the river anyways -- perhaps it's not such a surprise that Suigetsu is out here just chilling by the water, perhaps admiring his ill-gotten gains from the market by a bridge or whatever -- he really did sort of nod off there......
